 CHARGE TO  WARD 3 ANC REDISTRICTING TASK FORCE

  • Each task force will draw new boundaries for each ANC single member district (SMD) in their ward, and decide which SMDs are assigned to which ANC. Every SMD, which elects one commissioner each, must have between 1,900 and 2,100 residents, using the 2020 Census data.  There is no minimum or maximum number of SMDs that must be in an ANC, but most ANCs currently have between five and nine SMDs each (see below for Ward 3 ANCs). An ANC may cross a ward boundary, but according to District law, each ANC must, "to the greatest extent possible," be located within one ward. The ANC boundary recommendations prepared by the task forces are not binding on the Council. See full description and FAQs.

  • May 24 2022:  Full Council 1st Reading on Bill
  • June 7, 2022: Full Council votes on ANC and SMD boundaries Bill

Final Task Force Draft Report Submitted To DC Council

The Ward 3 Redistricting Task Force completed its work and submitted its Final Report (pdf 14mg) to the DC Council's Subcommittee on Redistricting. (NOTE: All 8 Ward task force final reports have been submitted and are now available.)


At its final meeting, March 29th, the Task Force voted to adopt the final Task Force report. Nine of ten Task Force members were present: Jerry Malitz, Chair, Jimmy Dubois, Leigh Ann Evanson, Brian Flahaven, Troy Kravitz, Mary Alice Levine, Bill Sittig, Thomas Sneeringer and Bob Ward. Tricia Duncan was the only member that was absent. The Task Force voted to adopt the final report by a vote of 8 to 1. The lone dissenting vote was cast by Mary Alice Levine.

RECENT MEETING SUMMARIES

Revised Framework and Amendment for Ward 3 ANC Map Approved at March 8 Meeting 

  • A revised Ward 3 ANC Framework Map introduced by Task Force member Jerry Malitz was approved by a vote of 7-3 (the NO votes were: Dubois, Kravitz and Levine).  The map can be examined in detail by viewing the map titled  "Approved (on March 8) ANC Boundaries for Ward 3" (posted by troykravitz and created 03-08  10:21) under Shared - Everyone at:  DC Redistricing Online. 
  • An amendment proposed by Task Force member Tricia Duncan was approved by a vote of 9-1 (the NO vote was Flahaven). It stated:  Once the Task Force has approved final SMD boundary lines Task Force members be allowed to propose moving entire SMDs from one ANC to another.
  • The discussion for both of the above votes can be found starting at 01:27:28 and ending at 01:51:21 in the meeting recording.


March 15 Task Force Meeting Presentation and Approved ANC/SMD Map

At its March 15, 2022 meeting the Ward 3 ANC Redistricting Task Force presented a comprehensive overview of its process, principles and the changing nature of its maps. The presentation begins at 00:36:29 on the meeting recording. 


Later in the meeting it voted 9-1 (the one Nay vote registered by Mary Alice Levine) in favor of adopting (the vote begins at 02:45:45 on the meeting recording) the map presented as the final ANC/SMD map of the Task Force. This map (as well as earlier Task Force maps) can be found on the DC Redistricting Mapping Tool website under File - Open - Shared Plans - Ward 3 Task Force Recommendations, with the following map name, Resdistricting Task Force Ward 3 ANC-SMD Map (03/25/2022).


Earlier, the Task Force voted 9 Nay and 1 Yea (Mary Alice Levine registered the one Yea vote) against the adoption of the map titled Ward 3 - Neighborhood Voice 03.14 SMD.
